(a) No person upon roller skates or riding in or by means of any coaster, toy vehicle or similar device shall go upon any roadway, except while crossing a street or crosswalk, except such streets as the Chief of Police ropes off for the use of the toy vehicles.
(b) No person shall use a sidewalk surfboard or other coaster vehicle incapable of steering, except by balance or shifting of weight, on public streets and alleys within the city or on sidewalks in the business district of the city.
