(a) The Director of Finance and Public Record is hereby authorized to establish and maintain a Municipal Court Capital Improvements Fund and to do all things necessary and proper to manage the moneys in the Fund consistent with the provisions of the Fund, including the receipt, investment, reinvestment and disbursement of the moneys.
(b) Moneys collected by the Shelby Municipal Court and paid to the city from a fee assessed by the Court shall be paid into the Municipal Court Capital Improvements Fund, which Fund shall be used to provide for the capital needs of the Court, including maintenance of capital improvements and training of personnel to operate the same.
