§ 290.04 OFFICERS; RULES; QUORUM; REPORT.
   The Buildings and Grounds Commission shall choose its own officers, provided, however, that the Director of Finance and Public Record, pursuant to § 38 of the Charter of the city, shall be its secretary; make its own rules and regulations; and keep a journal of its proceedings. It shall meet as often as necessary in order to accomplish its duties. A majority of its members shall be a quorum for the transaction of business. All plans, findings, advice, reports and recommendations made by the Commission shall be in writing and shall designate by name those members of the Commission approving or concurring therein. Members who do not approve or concur therein shall have the rights, as a part of such report to state their reasons for refusing to approve or concur.
