In order to comply with federal law and to provide a safe work environment for the employees of the city, the Mayor is authorized to implement a Drug Testing and Assistance Policy and Procedure for the employees of the city while on the job. The policy shall include:
(a) Drug and alcohol testing program for commercial driver's license holders;
(b) Drug and alcohol testing program for non-CDL employees; and
(c) Drug-free workplace and drug and alcohol program.
