There shall be no private sale to city employees of personal property not needed for municipal purposes, except that, upon retirement, the Chief of Police may purchase his or her duty weapon for $1. If the estimated value of the property exceeds $1,000, the sale shall be in accordance with the provisions of R.C. § 721.15.
