§ 220.02 FORM AND PRIOR REVIEW OF LEGISLATION.
   (a)   No ordinance or resolution shall be acted upon by Council at any regular or special meeting unless the ordinance or resolution designates the sponsor thereof and unless the ordinance or resolution contains a brief summary of the legislation within the title thereof.
   (b)   No ordinance or resolution shall be acted upon by Council at any regular or special meeting unless a request for the ordinance or resolution has been made at least six days prior to the regular or special Council meeting, and the Director of Law has provided copies of the proposed legislation to each member of Council at least three days prior to the regular or special Council meeting.
   (c)   No ordinance or resolution granting authority to any officer, board or commission to advertise for bids and enter into a contract shall be acted upon by Council at any regular or special meeting unless the specifications therefor are attached to and incorporated by reference and unless the specifications are approved by Council.
