(a) No department, office, officer or employee of the city, being the custodian of any document and/or official record, shall charge more than $0.05 per page for photocopying the document and/or official record.
(b) No department, office, officer or employee of the city, being the custodian of any document and/or official record, shall charge more than $2.00 to certify a copy of the first page of the document and/or official record and $1.00 each for subsequent pages.
