159.19 MERIT INCREASES.
   (a)   A fifty cent ($0.50) maximum amount over the employees’ current rate of pay is hereby established for the purpose of merit increases for full-time employees of the Village. Merit increases are to be given only with the recommendation of the department head and with the approval of the Mayor.
   (b)   No employee shall receive more than one (1) merit increase in any one (1) calendar year.
   (c)   Merit increases shall accumulate from year to year and be added to the employee’s established base rate of pay, so long as the employee remains within the same job position or title. An employee who assumes a new job position or title will begin at the established base rate of pay for that job position or job title without any accumulated merit increases from the previous job position or job title.
   (Example: Employee A receives a fifty cent ($0.50) merit increase in year one over Employee A’s base rate in year two. Employee A then receives a second fifty cent ($0.50) merit increase in year two. In year three Employee A will receive a merit increase of one dollar ($1.00) over the employee’s base rate. Merit increases will continue to accumulate in this manner for Employee A until Employee A assumes a new job position or title (e.g., a promotion) at which time Employee A will start the new job position or title at the established base rate without regard to any previously awarded merit increases).
