(a) The Village, through its employees and agents, shall purchase and use products made from recycled materials whenever such purchase is possible and the price is comparable to other available products on the market.
(b) The parties responsible for purchasing products for the Village shall obtain price comparisons for recycled material products and nonrecycled material products and shall purchase the recycled material products when economically possible.
