No person shall conduct or cause to be conducted a rummage sale or garage sale in any building, room or place in the Village of Sheffield without first making written application for a permit upon a form provided by the office of the Mayor and/or Safety-Service Director or his or her designee therefor, and obtaining a permit from the office of the Mayor and/or Safety Service Director or his or her designee. No permit shall be issued for a rummage sale or garage sale for more than four (4) consecutive days. No rummage sale or garage sale shall begin before 8:00 a.m. or end later than 8:00 p.m., every day, including holidays. No person shall be issued more than four (4) permits per year, and all permits shall be issued for a particular location, regardless of the person applying for the permit, unless it is for a street or an association rummage sale or garage sale, then only one (1) form is needed. The permit shall be posted in a conspicuous place upon the premises upon which the rummage sale or garage sale is being conducted during the time of the rummage sale or garage sale.
