No person shall bring into or through the Village, over any of the streets, squares, courts, the public park, plains, avenues or public thoroughfares, or dump or place upon any private property within the Village, any refuse of a perishable nature, carcasses of dead animals or the flesh from the same, or any garbage or vegetable refuse from kitchens, hotels or restaurants, or any other organic matter which tends to disintegrate and cause objectionable odors or smells.
The provisions of this section shall not apply to the disposal of garbage, refuse of a perishable nature or other organic matter accumulating on the farm or land where the same is disposed of. (Ord. 78. Passed 10-15-40.)
