553.05 CROSSING AT GRADE PROHIBITED.
   (a)   No future railroad crossing at grade will be approved in the Village by Council.
   (b)   If a railroad desires to transverse a public street or highway in the Village, it must be done by construction of an underpass or overpass at the expense of the railroad company.
