(a) As used in this section, "rubbish" means waste material and refuse of every kind and character made, collected or accumulated from all sources, except garbage.
(b) No person shall transport into and dispose of within the Village, any rubbish, which rubbish was made, collected or accumulated outside of the Village.

(c) Whoever violates this section is guilty of a misdemeanor of the fourth degree.

(d) Any person giving information leading to the arrest and conviction of a person for violating subsection (b) hereof shall be paid by the Village the sum of twenty-five dollars ($25.00) as a reward for so reporting.
