The consumer’s sewer piping and apparatus shall be installed and maintained by the consumer, at his or her expense, in a safe and efficient manner and in accordance with the town’s ordinances, rules and regulations and in full compliance with all governmental regulations applicable thereto and with proper dual property line clean-out.
