§ 111.03 FRANCHISE REQUIRED.

No person shall own or operate a CATV system or other system, as defined in § 111.02 in the town, except by franchise granted by the town, in the form of a franchise agreement between the town and the franchisee, which shall comply with all the specifications of this chapter.
