§ 51.080  PERMIT REQUIRED; APPLICATION.
   (A)   No person shall, after the completion of the town sewer collection system, discharge any industrial waste into any sanitary sewer without having first applied to the town for a permit for the discharge.
   (B)   (1)   If the application is approved by the Board of Commissioners or its designee, the application shall be promptly forwarded to the town so long as the town operates the waste treatment plant.
      (2)   The Town Manager or his or her designee shall process the application and shall issue a permit for discharge of industrial waste into the sanitary sewers of the town as may be permitted under this chapter and the existing rules and regulations of governmental agencies having jurisdiction over the sanitary sewer system of the town, the sanitary sewer system of the town and the waste treatment plant.
   (C)   No person shall, after the completion of the town sewer collection system, discharge any industrial waste into any sanitary sewer, except pursuant to a permit theretofore issued in response to an application.
   (D)   Persons receiving discharge permits shall comply with all provisions thereof.  No person receiving a permit to discharge industrial waste into a sanitary sewer shall make discharges, except in accordance with the provisions of this chapter and the permit.
   (E)   The forms of application and permit for discharge of industrial wastes into sanitary sewers to be utilized pursuant to this subchapter may be obtained at the office of the Town Clerk.
   (F)   The Town Manager, or his or her designee, is authorized to perform all acts contemplated by this subchapter on behalf of the town, except the initial approval of the application by the Board of Commissioners.
