(A) Any preliminary handling, pretreatment or other facility necessary to conform the quality, quantity or rate of discharge of industrial waste or waters to the standards or provisions of this chapter or the applicable discharge permit shall be provided at the sole expense of the permittee.
(B) Final plans and specifications for these facilities shall be submitted to DEM and the town as required by the permit.
