505.01 ANIMALS AND FOWL AT LARGE.
   (a)   No person, being the owner of or having charge of horses, mules, cattle, sheep, goats, swine, geese, ducks, turkeys, chickens or other fowl or animals except cats shall permit them to run at large upon any public place or upon any unenclosed lands within the Municipality or upon any private property without the consent of the owner or occupant thereof.    (b)   No person being the owner or having charge of any dog, whether licensed or unlicensed, shall fail at any time to do either of the following:
      (1)   Keep the dog physically confined or restrained upon the premises of the owner, keeper, or harborer by a leash, tether, adequate fence, supervision, or secure enclosure to prevent escape;
      (2)   Keep the dog under the reasonable control of some person.

      (3)   Anyone who is walking a dog in a public place or away from the premises where the dog is normally confined shall have the dog secured by a strap or chain. An electronic collar or similar device does not fulfill this requirement and does not comply with this code section. The strap or chain used to control the dog must be securely attached to the dog so the person controlling the dog has immediate and full physical control of the dog, enabling the person to not only restrain the dog but to be able to pull the dog away from other pets or people.

   (c)   The running at large of any such animal in or upon any of the places mentioned in this section is prima-facie evidence that it is running at large in violation of this section.
   (d)   No person, owning or harboring one or more cats, dogs or other animals or fowl shall permit them to run at large so as to do damage to gardens, lawns, shrubbery or other private property. Upon complaint of any owner of property damaged by any cat, dog or other animal or fowl, the person owning or harboring such cat, dog, animal or fowl, is guilty of a minor misdemeanor. (Ord. 66-48.    (e)   The City shall provide a cat trap for use only within the complainant’s private property for use by owners or occupants of private property being damaged by cats. All cats caught in such trap shall be delivered unharmed to the Society for Prevention of Cruelty to Animals together with the name of the owner of the cat, if know.

   (f)   Whoever violates this section is guilty of a minor misdemeanor.
