331.46 PLAYING UNREASONABLY LOUD SOUND DEVICES.
   (a)   No person shall operate a motor vehicle while operating or allowing to be operated, a radio, cassette player, music player, audio system or other sound generating device in such a manner or at such a volume as to annoy or disturb the quiet or comfort of the neighboring areas within a distance of 100 feet in such a manner that the sound is plainly audible to persons other than those in the motor vehicle in which such device or instrument is being played.
   (b)   This section does not apply to valid reasonable use of audible horns, sirens, or business promotional sound devices, such as mobile ice cream vendors.

   (c)   Whoever violates any provision of this section is guilty of a minor misdemeanor on a first offense; on a second offense within one year after the first offense, the person is guilty of a misdemeanor of the fourth degree; on each subsequent offense within one year after the first offense, the person is guilty of a misdemeanor of the third degree.
