311.05 PARKING ON PARADE ROUTE.
   (a)   The Mayor is authorized, whenever in his judgment it is necessary, to prohibit or restrict the parking of vehicles along a highway or part thereof constituting a part of the route of a parade or a procession, to erect temporary traffic signs to that effect. No person shall park or leave unattended any vehicle in violation of such signs.

   (b)   Whoever violates any provision of this section is guilty of a minor misdemeanor on a first offense; on a second offense within one year after the first offense, the person is guilty of a misdemeanor of the fourth degree; on each subsequent offense within one year after the first offense, the person is guilty of a misdemeanor of the third degree.
