311.03 PARADES IN CONGESTED DISTRICT.

   (a)   No person shall conduct or participate in any parade or procession in the congested district of the Municipality, except funeral processions and parades and processions of patriotic or civic character, or those of extraordinary public interest, not periodic or customary or intended so to be, or those of established patriotic or religious organizations.

   (b)   Whoever violates any provision of this section is guilty of a minor misdemeanor on a first offense; on a second offense within one year after the first offense, the person is guilty of a misdemeanor of the fourth degree; on each subsequent offense within one year after the first offense, the person is guilty of a misdemeanor of the third degree.
