145.01 APPOINTMENT AND DUTIES.

   A Planning Commission which shall possess all of the powers and be subject to all the responsibilities imposed upon it by the laws of the State, the ordinances of the City and the direction of Council is hereby authorized and established. Among the specific powers and duties shall be the planning of the City and land adjacent thereto bearing relation to the planning of the City, the location, height of buildings and structures, setback building lines and the division of the City into zones or districts, the making of maps or plans for streets, playgrounds or improvements and provision for the administration thereof. Such Commission shall consist of five members, the Mayor, Safety-Service Director and three residents of the City to be appointed by the Mayor for the term of six years each, except that the term of one of the members of the first commission shall be for four years and one for two years. All such members shall serve without compensation.
