   141.01 APPOINTMENT OF FIRE CHIEF; FIREMEN.
   (a)    The Mayor shall appoint the Fire Chief, who shall be subject to the authority of the Safety-Service Director.
   (b)    Firemen, as authorized by Council, shall be appointed by the Fire Chief.
