139.05 POLICING HEAVILY ATTENDED EVENTS.

   The Safety/Service Director is hereby authorized to confer with the Police Department and to determine and provide any necessary extraordinary police protection for heavily attended events. This additional police protection shall be provided for the public good and shall be billed to and paid by the establishment hosting the heavily attended event in order that the following three objectives shall be met: first, that crowds be either maintained at a size appropriate for the facility or that appropriate police personnel are provided to protect the property and safety of persons in the vicinity of the event; second, that the hours of the event be restricted so that individuals who attend such events have an opportunity to return home at a reasonable hour after the event is completed; third, and for such other actions as are necessary to protect the safety of the patrons of the heavily attended event and the safety and property of businesses and other individuals and establishments in the surrounding vicinity.
