139.03 SAFETY DEPARTMENT.
   Under the direction of the Mayor, the Director shall be the executive head of the Police and Fire Departments and the chief administrative authority of the Charity, Correction and Building Departments. He shall have all powers and duties connected with and incident to the appointment, regulation and government of such departments except as otherwise provided by law. He shall keep a record of his proceedings a copy of which, certified by him, shall be competent evidence in all courts.
   Such Director shall make all contracts in the name of the City with reference to the management of such departments, for the erection or repair of all buildings or improvements in connection therewith, and for the purchase of all supplies necessary for such departments.
   The Safety-Service Director shall manage and make all contracts with the reference to the police stations, fire houses, reform schools, infirmaries, hospitals, workhouses, farms, pesthouses and all other charitable and reformatory institutions. In the control and supervision of such institutions, the Director shall be governed by Title VII of the Ohio Revised Code relating to such institutions.
   Such Director may make all contracts and expenditures of money for acquiring lands for the erection or repairing of station houses, police stations, Fire Department buildings, fire cisterns and plugs, that are required, for the purchase of engines, apparatus and all other supplies necessary for the Police and Fire Departments, and for other undertakings and departments under his supervision, but no obligation involving an expenditure of more than twenty-five thousand dollars ($25,000) shall be created unless first authorized and directed by ordinance. In making, altering or modifying such contracts, the Director shall be governed by Ohio R.C. 735.05 to 735.09, inclusive, except that all bids shall be filed with and opened by such Director. He shall make no sale or disposition of any property belonging to the City without first being authorized by resolution or ordinance of the legislative authority thereof.
   And further, the Safety-Service Director shall have all the powers, duties and obligations, and limitations as set forward in Ohio R.C. Chapter 737.
