139.02 SERVICE DEPARTMENT.
(a) The Safety-Service Director shall manage and supervise all public works and undertakings of the City, except as otherwise provided by law.
(b) The Director shall supervise the improvement and repair of streets, avenues, alleys, lands, lanes, squares, wharves, docks, landings, market houses, bridges, viaducts, aqueducts, sidewalks, playgrounds, sewers, drains, ditches, culverts, ship channels, streams and watercourses, the lighting, sprinkling, and cleaning of public places and the construction of public improvements and public works, except as otherwise provided in Title VII of the Ohio Revised Code.
(c) The Director shall manage municipal water, lighting, heating, power, garbage and other undertakings of the City, and parks, baths, playgrounds, market houses, cemeteries, crematories, sewage disposal plants and farms. He shall make and preserve surveys, maps, plans, drawing and estimates. He shall supervise the construction and have charge of the maintenance of public buildings and other property of the City not otherwise provided for in Title VII. He shall have the management of all other matters provided by the legislative authority of the City in connection with the public service thereof.
(d) Such Director shall keep a record of his proceedings, a copy of which, certified by him, shall be competent evidence in all courts.
(e) And further, the Safety-Service Director shall have all the powers, duties and obligations, and limitations as set forward in Chapter 735 of the Ohio Revised Code.

(f) Such Director shall manage and make all contracts with reference to the provision of public works and the construction of public structures and public services under his or her supervision, but no obligation involving an expenditure of more than twenty-five thousand dollars ($25,000) shall be created unless first authorized and directed by ordinance. In making, altering or modifying such contracts, the Director shall be governed by Ohio R.C. 735.05 to 735.09 inclusive, except that all bids shall be filed with and opened by such Director. He or she shall make no sale or disposition of any property belonging to the City without first being authorized and directed by resolution or ordinance.

(g) Pursuant to Ohio R.C. 737.022, the Council hereby authorizes the Safety Service Director to make and issue rules and regulations concerning the designation and marking of portions of Sharonville roads necessary for fire lanes and the restriction of parking necessary to properly maintain such fire lanes. Prior to establishing such fire lanes and marking them, the Safety Service Director shall consult with and receive written documentation from the Sharonville Fire Department concerning the details necessary for the establishment and maintenance of such lanes.
