133.06 PURCHASE AND DISBURSEMENT OF EDIBLES BY DEPARTMENTS.
Effective January 1, 1987, Council hereby approves the purchase and disbursement of edibles by any City department which is otherwise provided for in the budget of that department as long as such edibles are utilized in conjunction with a program which is run by that department and which does not have as its main purpose the entertainment of any City official or employee. Such programs may involve the purchase and disbursement of edibles regardless of whether a fee is charged for the program, and the expenditures may be made from the general operating fund allocated to that particular department. Examples of approved expenditures, which are not to be construed as an exclusive listing, are: Police Department disbursement of candy to children during Halloween or other safety programs, Recreation Department disbursement of food and refreshment to children in conjunction with recreation program; meals for Student Government activities (but not including meals for elected officials).
