121.36 PASSAGE OF LEGISLATION.
   All ordinances and resolutions shall be read on three different days unless such rule is dispensed with by a three-fourths (six) vote of all members (seven) elected or appointed to Council.
   The ordinance or resolution may be read by title only unless a majority of the members in attendance requests a full reading.
   A vote on passage of the ordinance or resolution shall be taken by yeas and nays and entered upon the journal.
   Approval of an ordinance that has been disapproved by the Planning Commission shall require not less than a two-thirds (five) vote of all members (seven) elected or appointed to Council.
   No ordinance which violates, differs from or departs from the plan or report submitted by the Planning Commission shall take effect unless passed or approved by not less than three-fourths (six) of all members (seven) elected or appointed to Council.
   Emergency legislation, legislation concerning the sale or lease of City property and legislation vetoed by the Mayor shall be passed only by two-thirds (five) vote of all members (seven) elected or appointed to Council.
   No ordinance shall be passed without the concurrence of a majority (four) of all members (seven) elected or appointed to Council.
   Emergency legislation is effective when passed unless noted otherwise in the ordinance, or as soon as allowed by law. All other ordinances are effective thirty (30) days after passage. All resolutions are effective when passed.
