121.23 PRECEDENCE OF MOTIONS.
   When any question is before Council, no other motion may be entertained unless it be:
   (a)    To adjourn.
   (b)    To lay on the table.
   (c)    For the previous question.
   (d)    To postpone indefinitely.
   (e)    To postpone to a time certain.
   (f)    To refer to committee.
   (g)    To amend.
   These several motions shall have precedence in the order named. The first being paramount; the last being lowest in rank.
