121.17 RECOGNITION OF RESIDENTS AT MEETINGS.
   Any resident desiring an opportunity to be heard before Council may submit a request therefor, with the Clerk, not later than noon of the day preceding the regular meeting, stating the topic to be discussed and the estimated time of the address. The recognition and time devoted to any resident who has not submitted such request and other petitioner, memorialist or other person recognized including non-residents shall be at the discretion of the President of Council. Residents are limited to speaking for five minutes unless extended by the President of Council. (Ord. 2023-20. Passed 3-28-23.)
