121.12 SPECIAL MEETINGS; CALL AND NOTICE.
   A special meeting of Council may be called by the President of Council, or upon the written request of any three members of Council. Each member shall have not less than twenty-four hours' notice at their usual place of residence, or in person, or via electronic mail unless waived in writing by such member. The notice may be served by the Clerk, President of Council or any police officer.
