121.04 RECOGNITION OF MEMBERS.
When desiring to discuss a question or to make a motion, the member shall respectfully address the chair who shall pronounce the name of the member asking for the floor. The decision of the chair as to what member is entitled to the floor shall be final. A member who has the floor shall confine their remarks to the question under debate and shall avoid all ad hominem, or personal, arguments.
