121.02 ABSENCE OF PRESIDING OFFICER.

In the absence of both the President of Council and the President pro tempore, the Clerk shall call the members to order. If a quorum (four) of members is present, a majority may proceed to elect a President pro tempore for such meeting, or until the appearance of the President of Council or the President pro tempore.
