121.01 PROCEDURE.

   The President of Council, at the hour appointed for Council to meet, or, in their absence, the President pro tempore, shall take the chair and call the members to order. Council shall be seated and the roll shall then be called by the Clerk. The Clerk shall enter upon the minutes the names of the members present.

   In the absence of a quorum at the hour of the meeting, the members may, by majority vote of those present, take a recess for not more than one hour and direct any police officer to proceed after the absent members in an effort to obtain the quorum level.
