101.09 MEETINGS OPEN TO PUBLIC.
   It is hereby declared to be the policy of the City of Sharonville that all meetings of the City Council, the Planning Commission and the Board of Zoning Appeals shall comply with Ohio's open meeting law as follows:
   (a)    All regular and special meetings shall be open to the public and notice of special meetings shall be given to required newspapers at least twenty-four hours prior to the meeting. Committees, other than a committee of the whole, shall be exempt from the operation of this provision unless the committee contains a majority of the members of the Council, Planning Commission or Board of Zoning Appeals, as the case may be. The Council Law Committee, as long as it does not contain more than three members, is exempt from this provision.
   (b)    Executive sessions may be held only after a majority of the members of the Council, Commission or Board vote to adjourn to executive session with the motion thereon stating the specific exempt purpose for the executive session.
   (c)    The purposes of executive sessions shall be limited to the following: the purchase or sale of public property; the appointment, employment, dismissal, discipline, promotion, demotion or compensation of a public employee or official, or the investigation of charges or complaints against a public official or employee, unless the specific employee requests a public meeting; conferences with an attorney relative to disputes which involve or may involve litigation; discussions regarding public employees, their compensation and other conditions of employment; matters required by State or Federal law to be kept confidential; matters which must be kept confidential in order to avoid the commission of illegal acts or the avoidance of prosecution for illegal acts.
   (d)    Minutes shall be kept for all executive sessions which shall contain the record of the vote to hold the executive session and which describes which of the exempt purposes was invoked. (Ord. 88-73. Passed 12-27-88.)
