733.04 INVESTIGATION AND ISSUANCE.
   (a)   Upon receipt of the completed application and required fee, the Chief of Police shall cause an investigation of the applicant to occur.
   (b)   If as a result of the investigation, it is deemed that the applicant has had any felony conviction within the last five (5) years related to deception, fraud, sex offense, drug offense, any crime of violence which may present a danger to the public, or any other crime of moral turpitude, or three (3) or more misdemeanors within the last three (3) years, other than for a traffic offense, the application may be denied. If such application is denied, the Chief of Police shall endorse such denial upon the application, state the reasons for the same and forward the application to the Safety Service Director or his or her designee, who shall notify the applicant that his application is disapproved and that no license will be issued.
   (c)   If as a result of the investigation, no conviction as detailed in subsection (b) hereof is discovered, the Chief of Police shall endorse on the application his approval, execute a permit, and forward the permit, along with the application to the Safety Service Director or his or her designee, who shall deliver to the applicant the permit and license.
   (d)   If the permit is not denied within ten (10) business days, it is deemed approved and a license shall be issued.
