139.09 DISPOSAL OF SURPLUS PROPERTY.
(a) The Safety-Service Director and each department head of the City of Sharonville is hereby authorized to dispose of unneeded surplus property, having an estimated value of less than one thousand dollars ($1,000) per item, at any time that such determination is made by the manager of the department with the approval of the Safety/Service Director, and by any means determined to be feasible, including by private or public sale, and by use of internet auction.
(b) For unneeded surplus City property of the City of Sharonville which has an estimated value in excess of one thousand dollars ($1,000), such property may be sold, as authorized by this section, by the Safety/Service Director through private or public bidding after at least two weeks of advertisement, and as specifically authorized by subsequent Council action, which may include a voice vote. Such future action shall be based upon written documentation on the items which have been valued in excess of one thousand dollars ($1,000).
(c) At any time in the future, upon specific authorization by City Council, in the form of a voice vote or resolution, the Safety/Service Director may dispose of unnecessary surplus property of the City of Sharonville, regardless of its value, by means of internet auction. At such time as such auction is approved, the voice vote or resolution shall document how long the auction shall be advertised, how long the bidding shall be open, which shall be for at least ten days, and whether there will be a minimum required bid or not, and all other specific terms of the auction, including whether or not the auction will be conducted through a specific representative. Any internet auction shall be advertised at least twice for a period of at least ten days prior to the internet auction.
(d) Unless otherwise provided by ordinance, proceeds from the sale of surplus personal property shall be deposited into the City fund that was used to purchase the personal property. If the source of funds for the purchase is unknown or the fund no longer exists, the proceeds shall be deposited into the General Fund.
