139.08 CONTRACTOR REGISTRATION DURING A DECLARED DISASTER.
   (a)   In the event of a declared disaster within the City of Sharonville, the Safety/Service Director, with the concurrence of the Mayor, has the authority to invoke the Contractor Registration Program for all contractors performing services within the declared boundaries of the disaster area. Such services may include all contractors, persons and business entities who charge a fee to construct, remodel, paint, plumb, wire, or in any manner work on buildings or structures, including sidewalks, driveways and roofs. This requirement also includes those persons performing services such as tree removal, structure demolition and removal of debris.
   (b)   Upon the issuance of this declaration, the Safety/Service Director may request the assistance of the Ohio Attorney General Post Disaster Fraud Task Force, which shall assist in protecting the welfare of the property owners within the City of Sharonville by registering those contractors which request to work within the declared disaster area.
   (c)   The Department of Community Development, upon receiving registration verification of such contractors during a declared disaster period, shall issue a permit for those approved contractors to work within the disaster area. No contractor may perform services in the disaster area without being permitted to do so. Permits issued to contractors by the Department of Community Development shall be enforced for the entire duration of the disaster period. The contractors shall be required to provide proof of permit when soliciting work within the disaster area.
   (d)   Any contractor performing construction work or services in a declared disaster area without receiving the required permit shall be guilty of a fourth degree misdemeanor, punishable as established by law.
