1313.04 GARAGE OR CARPORT REQUIRED FOR RESIDENTIAL CONSTRUCTION.
A garage or carport of not less than 200 square feet of floor space is hereby required in all new one-family and two-family constructions.
The side yard requirements presently required for each residential zone construction shall be maintained for either garage or carport construction.
No existing garage or carport area in or on any residential property shall be eliminated unless replaced with a garage or carport located on the same property.

1313.05 WALKS AND DRIVEWAYS.
(a) Construction. Walks and driveways from the paved roadway to the street property line shall be installed in such a manner so as not to obstruct the flow of storm water in the gutters or ditches, and a pipe of sufficient size shall be installed where required by the Municipal Engineer, under his supervision. All driveway aprons shall be constructed of materials equivalent to or better than class (c) concrete seven inches thick.

(b) Grade. Walks and driveways shall be installed so that the grade of the walk or driveway at the street property line shall be not more than six inches higher than the established grade of the paved roadway.
(c) Projection of Footings of Buildings. No part of such footing shall project within three feet of the vertical plane of the curb line.
No part of such projection shall be less than fifteen feet below established grade.
No part of such footing shall project beyond the vertical plane of the curb line or if there is no curb, no part of such footing shall project three feet beyond the abutting lot line.
No such projection shall be less than five feet below the established grade.
(d) Use of Space under Sidewalks. Any person may utilize the space under the sidewalk abutting his property to within three feet of the vertical plane of the curb line.
There shall be no use of other space under a sidewalk nor space under the traveled roadway of any street or alley.
(e) Sidewalk Doors and Coal Chutes. Openings in sidewalks shall not extend more than four feet six inches from the property line, except that openings not exceeding four feet in any dimension may be located not less than three feet nor more than seven feet from the curb. No opening shall be placed within fifteen feet of any other opening nor within five feet of any side lot line extended. Such openings shall have an incombustible structural cover of pattern approved by the Municipal Engineer and designed to carry not less than 250 psf. Such covers shall be flush with the paving surface and whenever they are open it shall be the duty of the person for whose use they have been opened to protect the public by guards or barricades. Such covers shall be kept open no longer than necessary for delivery and receiving purposes, and at all other times shall be closed. Sidewalk openings shall be located to allow not less than three and one-half feet of clear sidewalk space for pedestrian traffic when covers are open.
(f) Limitation of Rights. No right to occupy any part of any sidewalk, street, alley or public place of the Municipality as provided for in this Code, shall become permanent, but all such rights may be withdrawn at any time, whereupon any such projection or occupancy shall be removed by the property owners. 1313.06 MANUAL PULL STATIONS.
Each new construction within the City wherein manual pull stations are required shall comply with the following requirements:
(a) All manual pull stations shall be enclosed in glass or other substance that must be broken in order to trigger the alarm;
(b) The manual pull station shall be visible through the enclosure;
(c) The pull station shall not obstruct passageways; and
(d) The pull station shall not be located in a recessed area.
