1313.03 GUTTERS AND DOWNSPOUTS.

   All new buildings, residential or business, constructed after the effective date of this chapter, except accessory buildings of less than 600 square feet in area shall be equipped with gutters and downspouts. All drains, gutters and downspouts shall be connected to storm sewers, if the same are available, or if not available, to street gutters. If neither are available, then they shall be connected to the natural drainage of the lot. The storm sewer shall not be considered available if the public right-of-way paving would have to be broken to get to the sewer or if tunneling would have to be resorted to under the street.
