911.08 REMOVING WASTE FROM WASTE CONTAINERS.

When waste has been set out in containers on a public street or alley for collection by the Municipality, no person shall remove any of such waste from any such container. When waste has been set out in waste containers on private premises, no person shall remove any waste therefrom except with the consent of the owner or lessee of the premises.
