725.04 INDIGENT PEDDLERS.

   Any legal resident of the Municipality desiring an indigent license to peddle by hand shall first make written application therefor to the Safety-Service Director. The Safety-Service Director shall have an investigation made as to applicant's moral character, physical health and means of support. If upon investigation it is determined that applicant is a proper person to be so licensed, the Safety-Service Director shall issue to the applicant a free license to peddle by hand only for a period not to exceed three months. Any license so issued may be revoked by the Safety-Service Director upon recommendation of the Police Chief.
