(a) The Board of Health is hereby authorized to make and adopt such written rules and regulations as may be necessary for the proper enforcement of this chapter, that such rules and regulations shall not be in conflict with this chapter.
(b) Such rules and regulations may be approved by Council, and when printed and advertised by Council as required by the Third Class City Code in the case of ordinances, shall have the force and effect of an ordinance of the City. All penalties, fines or imprisonment prescribed in such rules and regulations for a violation thereof, together with the expenses necessarily incurred in carrying the rules and regulations into effect and the cost of proceedings incident thereto, shall be recoverable for the use of the City.
(c) The Board shall file a certified copy of all rules and regulations which it may adopt with the City Clerk and the Health Officer.
(d) No person shall violate or fail to comply with any of the provisions of such rules and regulations.
