All ordinances or parts of ordinances inconsistent with or contrary hereto are hereby repealed, except that nothing in this chapter shall be interpreted so as to conflict with State housing laws, State legislation regulating trailers, trailer camps or tourist camps or any of the requirements of any ordinance of the City not mentioned or made inapplicable by the express terms of this chapter.
