Administration, permits and applications for permits shall be in accordance with Chapter 1420 and Section P-112. 0 of the BOCA Basic Plumbing Code, as adopted in Section 1442.03, with the following exceptions:
(a) Emergency Work. In cases of emergency, work may be carried out by a person qualified to receive a permit, so long as application for a permit is filed within seventy-two hours, Sundays and holidays excepted.
(b) Repairs. Repairs involving only the working parts of a faucet or valve, the clearance of stoppages, repairing of leaks or replacement of defective faucets or valves, may be made without a permit provided no changes are made in the piping to the fixtures.
(c) Value of Materials. No permit shall be required for plumbing repairs, replacement work or new work when the value of materials being used does not exceed fifty dollars ($50.00) at current fair market value, to complete such work, provided that the work is performed by a bonded plumbing contractor of the City or his employee and/or the owner/occupant. All work performed shall meet all other requirements of this chapter.
