1064.03 COLLECTION AREA.
   (a)   No person shall place or store any garbage, refuse or rubbish in any street, alley or public place, or upon any private property, whether owned by such person or not, within the City, unless it is in proper receptacles for collection or under an express approval granted by the Director of Public Works. No person shall throw, discharge or deposit any refuse in any stream or other body of water.
   (b)   Any unauthorized accumulation of refuse, garbage or rubbish on any premises situated in the City is hereby declared to be a nuisance and is prohibited. Failure to remove any existing accumulation of refuse within thirty (30) days after the effective date of this chapter shall be deemed a violation of this chapter.
   (c)   No person, other than the occupants of the premises on which refuse receptacles are stored, or the collector, shall remove the covers or any of the contents of refuse receptacles.
   (d)   Refuse shall be placed for collection at ground level on the property nearby but not within the cartway of a street or alley, and readily accessible to the side of the street or alley from which collection is made.
