Persons complying with this chapter may be granted a reduction in their sewer bilis. The amount of reduction shall be based on the volume of water excluded from the City sewerage system. The rental rates shall then be based on the net amount of the discharge to the City sewerage system, plus any surcharges or other rental modifications, but in no event shall any user pay less than the minimum rate for his or her classification as set forth in this chapter.
