No person shall make or cause to be made any connection of his or her property to any of the City sewerage systems until he or she has fulfilled all the following conditions
(a) He or she shall notify the City of his or her desire and intention to make such a connection and shall obtain a permit from the City Engineer authorizing such connection.
(b) He or she shall pay a sewer connection fee as may be required by City ordinance.
(c) If street excavation is required to make such connection, he or she shall apply for and obtain a permit to excavate in the street in accordance with the City ordinances regulating the same.
(d) He or she shall give to the City at least twenty-four hours notice of the time when such connection shall be made in order that the City Engineer or his or her designee can be present to inspect the work of the connection.
(e) All work of making connections to any City sewer shall be done in conformity with all applicable City ordinances and shall be subject to inspection and approval by the City Engineer or his or her designee.
