1040.09 CONNECTION WITH SANITARY SEWERS ON BORDER STREETS.
   Where a sanitary sewer has been or is to be installed in or immediately adjacent to a public street, which street is either entirely within the corporate limits of the City or partially within such limits and partially within another municipal subdivision, and which street is the dividing line between the City and the other subdivision, then any nonresident person whose property is contiguous to such street who is desirous of connecting to the sanitary sewerage system of the City shall pay to the City a sum equal to the pro rata cost of the installation of such sanitary sewer, in accordance with the front foot rule, before any permit shall be issued to him for such connection.
