No person shall discharge any surface water from the roof of any building, porch or other roof or conduct the same into any sanitary sewer of the City. No roof gutter, eave, eave spout or other conductor for roof or surface water shall be connected with, lead to, or empty into, the sanitary sewers or into any house sewer, pipe, conduit, cesspool, box or other construction that connects with, leads to, or empties into, a sanitary sewer, either directly or indirectly.
